Articles comparing home water systems with bottled water usually pick the easiest opponent: the single-serve plastic bottle, bought cold from a convenience store. That comparison is not wrong, but it is not the one most Filipino households are actually making.
The Philippine Statistics Authority found that 54.3% of Filipino families drew their drinking water from refilling stations in its 2022 survey — the most common source in the country. Refilling is already the reuse-based option, and it deserves to be compared honestly rather than lumped in with disposables.
What refilling already gets right
Start with the case in its favour, because it is a real one.
- The container is reused, many times. A 20-litre container that comes back and goes out again is doing exactly what the waste hierarchy asks of packaging.
- No purchase of new packaging per litre. Compared with cases of small bottles, the packaging per litre delivered is dramatically lower.
- Shared logistics. One delivery serves a street, not a household. Transport per litre falls accordingly.
- Low barrier. It costs nothing up front, which matters more to most households than any environmental argument.
Any comparison that ignores those points is not an honest one. Refilling is not the problem that single-use bottles are.
Where the packaging still is
It is smaller, and it is spread out, which is precisely why households stop noticing it.
None of that makes refilling a bad choice. It means the honest comparison is not "packaging versus no packaging" but "a small, steady amount of packaging versus a one-off manufactured appliance".
The other side: an appliance has a footprint too
A home system is not free of environmental cost, and pretending otherwise would be the same trick in the opposite direction. It is a manufactured machine with metals, plastics and electronics; it is shipped once; it uses electricity; and it consumes filters on a schedule, each of which is a component that is manufactured, shipped and disposed of.
What changes the arithmetic is time. The appliance's footprint is mostly paid once, at the start. The refilling household's footprint is small but recurring, every week, for as long as the household exists. Which one comes out ahead depends entirely on how long the machine stays in service — and that is a maintenance-and-warranty question far more than an environmental one.
Working it out for your own household
- Count a month. Containers refilled, caps discarded, single-serve bottles thrown away, cases bought. Write the four numbers down; most households guess the last two badly.
- Ask how long your refill containers last before they are retired, and how they are disposed of when they are.
- Price both sides over ten years, including filters on one side and delivery on the other.
- Check the service question before treating an appliance as the greener choice. A machine nobody can service is a machine that becomes waste early.
Run that and the answer is usually clear, and it is not always the same answer. A small household near a good refilling station may well be better off staying where it is. A large household getting through several containers a week, buying cases for guests and single bottles when out, is making a different calculation entirely.
The fair summary
Refilling is a genuinely good arrangement that most of the country already uses, and it is far better than the disposable bottles it usually gets compared against. A home system is not automatically greener; it becomes greener the longer it runs and the more packaging it displaces.
